Recently, the Haimen Municipal Government of Jiangsu Province issued the “Measures for the Management of Urban Lighting in Haimen”, which set clear requirements for the planning, construction and management of urban lighting. It is applicable to the planning, construction, maintenance, supervision, and management of urban lighting in the urban planning area of Haimen City.

The "Measures" specify that the construction and management of urban lighting facilities follow the principles of overall planning, people-oriented, economical, safe and energy-saving, and beautification of the environment, strictly controlling the lighting energy consumption of public facilities and large buildings (structures); actively adopting and promoting energy conservation New environmental protection technologies, new equipment, new materials, and new technologies to improve the level of science and technology information management of urban lighting facilities.
The "Measures" stipulates that functional lighting facilities are set up as urban roads, residential areas, streets, bridges, tunnels, and pedestrian crossing facilities; highways that cross urbanized management areas; urban public squares, parks, public green spaces, and public parking lots; Other public places where non-functional lighting may pose a safety hazard.
Set landscape lighting facilities as important commercial streets, scenic spots and other important areas; iconic (commercial) low-rise buildings, new (reconstructed) buildings (including under construction) and expansion of more than ten floors; mid-to-high-rise buildings; bridges, interchanges, squares Public parks, parks, landscape rivers (lakes), public green spaces and other public areas; buildings (structures) with urban landmarks or historical monuments; other areas determined by the special planning for urban lighting.
In addition, the "Measures" requires that the functional lighting installation rate of new, reconstructed and expanded urban road projects should reach 100%. If the existing urban roads are not equipped with functional lighting facilities, the urban lighting administrative department shall urge the relevant construction units to gradually reform. Urban lighting facilities shall be constructed in accordance with the urban lighting special plan and relevant standards and specifications, and shall be designed, constructed, inspected and used simultaneously with the main project. Those who have not undergone acceptance or failed acceptance shall not be delivered for use.
